Urban planning? Well, places like this are the best, as you can imagine, just get omen people to mine out the building you wan and you are done, and its not like water pressure is too big an issue, considering very few rooms actually are airtight.
Our "cities" tend to be either on the sides of underwater formations like this one, or in existing cave systems.
We tried to put one on the sea floor, but when a bomb missed a ship above it... well, it made us reconsider.
Other than places like this, a lot of smaller places exist in various places, as long as it is hidden from view, you can be sure we looked at it for potential housing...
Well, not so much now after our low numbers... but still.
As far as general planning goes, just have at least 2x the growing and fish farms as needed for the population, then make other things after that is dealt with. In case of emergencies, population hubs tend to be connected to allocated farm areas...

The Tau scientists are just watching in awe at this point, they really have no clue how they are doing all this so quickly.
