I certainly agree that the RoD in LPS is really awkwardly small. But even at the currently really-small size, players still wait a few minutes for the RoD to shrink even smaller before engaging, as we saw today in the tournament.
Maybe think why people wait before engaging a battle in FFA (except waiting for fully loaded ship), because this is not happening in teams.
I personally move in FFA very carefully, because of: huge disadvantage to players who move first

I think the real solution requires completely rethinking how free-for-all should work.Probably something that awards points for killing enemy ships, although there's a lot of details that need to be figure out about how exactly points would be credited to players.
Why killing enemy ships, pout in middle target and who destroy target first, is winner.
And you can make even more FFA games with targets, like, ships starts in line and target move slowly away and who chase and kill it first is winner, and so on.
Than, RoD is not needed, just time limit, and even target could be a winner if limit is of ๐
