Roasted perhaps the EMP mine (and maybe even nuke mines) can act as a less-guidance-but-more-AOE version so players can have more choices on their builds? or even allow players to mix mine types on one ship for even more strategies on building a mine ship, instead of just spamming as much mine launcher on the opponent-facing side

Nah, if you use them as a mine field then that's very much useless because they only phase a ship momentarily. Such a mine field has no power in scaring anyone away. It needs to be combined with another type of weapon to have any means of deterrent.

EMP is mainly used to disable shields to allow cannons to do damage but mines ignore shields so there's no point. Instead of mixing it would be more effective to use normal mines only. I still think you could find something to do with it. Maybe you could use it to incapacitate a ship and then bombard it with artillery.
Only against stations and slow ships. Since mines are slow even if you momentum boost and launch them they will be dodged as easy as cannon shells. For combat EBs are just better with their high rate of fire and penetration ability while EMP missiles are more flexible to hunt down prey.
