Taking a closer look would reveal it's not even remotely as fragile as it looks at first, it's still rather easy to deal some damage with better piloting and some firepower.
And wasting that bit of money on the filling structure is no crime unless he starts designing for turnaments or such and ends up slightly above the price cap.
