RedAndCosmoteer (hmmm, your faction manipulates gravitons, which then manipulate time by influence, so you don't directly manipulate time, and, in your case, it requires a lot of infrastructure (special fuel type, machinery, expesive... btw tonal manipulation can probably mass produce that >: D), so is isn't overpowered, it has its downsides, it's ok, I have a problem if someone manipulated time directly and without any repercussions or effort)
