Fort_Master_Gustav (It's a mechanism put in place by the Creator [Also known as Blastial] to forbid the sudden demise of his experiements. After all, Cygnusia is just a massive experiment to see how the R-UPA and all would fare in a different universe with different factions. And now, Helix OMEGA [the kill switch] is getting rid of all of Cygnusia from this universe in a different way that won't trigger the timeline collapse.)

Fort_Master_Gustav Possibly, although there would still be a massive release of old factions, even with the countermeasures. It might stop them from being any more powerful than the first time around, but it would be very very difficult to stop the outbreak from actually happening, not without getting the Creator pissed off.
