What you describe is the "kiting" problem - the kite can hit you but you cannot hit the kite.
Railgun is long range and so it fits kiting too!
I would not say that Railgun needs a nerf because of this tho.

A splitter or two ships can be a huge problem for rails as they have weak sides or rear very often.
Wait for the Railspinners with autofire-thrusters ! ... someone will scream "nerf" here for sure 😉
Players are sometimes a bit quick with: "I cannot defeat it it needs a nerf"
I am quilty of this too in the past!
@samepage you have this 1.5mil shields heavy ship - so do shields need a nerf? - guess not - it also has iON missiles and a lot of thrust but should any of this be nerfed?
Many players use big chunks of armor to defend themselves - here the plan is a counter "mass disintegrator".
Counters are a better solution then nerfs in most cases i think - new systems and weapons all on the roadmap.
