The master mod list is an advertising and listing tool and the best one at that.
Then you have mod talk or mods forum sections to promote and link your mods.
After that you have discord. either a personal one devoted to your mods and/or the modding channel to talk About your work. if you want to push the advertisement further you can also put your well designed ships using Your mods here or on the apropriate discord channel.
Then you have other web site dedicated to modding like modDB or nexusmod where you can boost your visibility.
And finally you have the mouth to ears when people just talk about their love for your mod between each other.
The big bonus is when a famous youtuber feature your mod.
The actual official mod news channel is the "list of mods" forum sections.
everyone has their own way of getting mods. some look at whats popular on youtube, others ask whats good on discord and the rest check popular modding web site or the forum for the game.
a post to promote awesome mods in the wrong forum section might not have the best results (just in case you wanted to do it in the "lore / roleplay" forum section).
IMO the best thing to do to advertise a cosmoteer mod to the maximum that you did not made would be to make a youtube video of it, post your personal thoughts about it in "mod talk", make an event out of it on the forum/discord, make ships out of it on discord and the forum in "ships design", tells people how this is the mod they should check when some ask what are the best mods on discord, etc...
At the end what would suit you best would be to have your own forum section for daily news or something similar. But keep in mind that people looking for mods here will always go to the designated forum sections to find them and may not even know what you tried to do here.
What bugs me is that you said:

But if it is not a youtube video how will you show people the mod? by creating a clone post from the original mod authour post with links and pictures?
