the Phoenix Republic is a Republic (duh....), it have a council consisting of many representative from the planets in the PR's territory. The Phoenix Republic have a peacekeeper trait because of the years of civil wars. This trait make the PR choose war as a last option, but that doesn't mean that they aren't a militarist.

SnowDoggo my ships are equipped with warp drives since they are very slow they have a special type of warp drive that allows them to appear anywhere in the universe but it take some lots of power let’s just say they somehow by dumb luck put in random co ordinates after a few safety checks and then they warped in and ended in your territory some how)

(Btw my ships are made of rishkalialium a rare metal that is as hard as a steel adamantium alloy and is incredibly light weight)

In regards of planets...you could just up the Galaxy size and then pick a suitable one before spawning ships in.
However, when looking for a planet witha specific colorsetting and a specific background...ehh...
well let´s just say I restarted "a few times" with max Galaxy size before I found Ooluscis for the TATC home-system....

Jared wut we got some crazy ants trying to kill us we neeed defense m8 besides there’s not much anti matter so it does not deal much dmg anti matter just anihilates a equal amount of matter to the amount of anti matter so it’s not gonna have like a giant thing of antimatter like a planet burster)

edit:its not the problem about how technological advance those "ants" are,as i surf the other faction's page,thats a hive mind,so i assume these "ants" are normal humaniod size,or atleast capable of fitting into a humaniod-sized corridor,then why tf would you want to ignite antimatter warheads inside your own ship to purge some high-tech boarder?
