Dumb Not completely right like that, the Cult itself is simply territorial, unless ordered otherwise by a Warlord or the Hivemind, in this case it was the Hivemind "going nuclear at the IWO" as you would say. Also, it was the IWO which declared the Cult an enemy starting from the first day.

It has already been like this before they even met the Cult or interacted with it. Despite that I had given warnings, until the Hive decided it would be time to attack by ourselves first. We might have attacked first, but they started their entire organization out with a provocation towards the Cult and other rather ominous statements which has then been answered with aggression by the Hive and the Shadow Agreement.
