Though I can give you some insight on why there's only a US East server, and why Walt probably won't make an official South America server until the game hits steam (or maybe never make one. Not sure what his plans are.)
With the current US East server Walt has 2 options.
1: Host it himself, which he could do since he live in the eastern US. This requires him to either leave his PC on for the server to be up, or have a machine dedicated to hosting it. He can't directly host a server that isnt based in the East US because he most likely doesn't own anything to run a server on outside of home.
2: Pay a local company to do it. This costs money, and will cost more money with more connections. Assuming he's currently hosting the server himself he'll probably start doing this once the game is on steam and has a larger userbase.
If he wanted to have a server anywhere other than US East then he'd have to go for option number 2. So while I'm sure that Walt would love to have more servers, it's really not a sound financial decision to pay for a bunch of servers.
On the bright side though people can host there own dedicated servers. This means that someone could create an unofficial South America server.
