My best guess is some kind of driver bug. A couple things to try:
- Turn off texture compression in the graphics settings.
- Dowload Cosmoteer 0.13.1 and see if that works.
- Delete your
C:\Users\username\AppData\Roaming\Cosmoteer\TextureCache folder and try again.
