Erm, the link for downloading the Eye of Doom addon is the same as the link for downloading the Blood Cult mod.
But only on this page - I checked the post for the Addon and that download link is fine.

zergRush99 I followed your link downloaded it and tryed to install but that message popped up.
Tetsuo Did you put the mod in: docoments/mygames/cosmoteer/mods?
To be honest.. not sure. when i hit install mods it opened my downloads and i assume it moves it to that location. you think it will work if i moved the zip file there directly?
Tetsuo Try it, if it will not work, do it manually. (just extract the mod to the folder I told)

zergRush99 Sadly it did not seem to work. put the folder from inside the zip into the mods section as you said, but it does not appear in the game still.. did i do it wrong? also thank you very much and for the help to d=

zergRush99 Ok! after giving it a day and uninstalling and reinstalling looks like its working!.. weird since i did nothing really different from yesterday.. thx for helping me through it! xD looks amazing
