The radio switched to a digitally encrypted frequency, good enough to fool long range radio at the very least and anyone who isn't aware this was encrypted at all - it'd just look like normal data transmissions.
"We can offer you safe berthing under a contract. Your vessel is carrying a high value bounty. Now, you could jump off right now and we'd reveal your location before you'd have a choice in the matter. Or, if you throw us... oooh... 100,000 credits or equivalent, we can scrub your transponder. You'll look like a civilian to anyone else, and it'll mask your bounty signature."
Radio silence gave the vessel time to contemplate their choices.
"Either yah run off and we alert the feds, or you slip us a good deal and we can both help each other out. Sounds good right?"
