If IncludeInBlueprintsInToggleMode is to allow buffs to be visible inside ToggledComponents then I got to say it's like 100% desired. So I think the reversed default setting would be more convenient and only those times where it's not desire would you need to set it to false. If it's for blueprint graphics I kind of think allowing blueprint components inside would be much more transparent and under control.
