It is not a hive-mind, they have these cool little things called radios. They're quite useful for relaying orders. The soldiers do get leave, for their own personal lives. Depite the modifications, they're still Hybrids, and look as such. Their income comes partially from the tithes placed on Arcanoss, (They do give payment in exchange, of course), and their production of goods and building materials. Railguns are basically bullets without explosives, and because their guns don't use a magnetic force that would affect it, specialized Slugs can be made to be electrified when shot. These are a bit more expensive, so only units dealing with lots of shielding will be equipped with many rounds. The workers are paid, and can buy luxury goods and entertainment services. And the people could live quite a nice life under a rule with no secrets, or they could rebel into corruption and a much worse life. There's really no reason for them to be unhappy. Also, the country is quite religious, the leaders having to literally regulate their citizen's devotion so they aren't sacrificing children to 'offer their youth'.
This faction, like the Imperium of Man, which it was slightly inspired from, is serious, but ridiculous, if less than the Imperium.
