S.C.U.M.
The newest in an immense galaxy full of mighty empires, S.C.U.M. is a litle bit diffrent. S.C.U.M. is essentialy an oligarchy made up of top high-ranking members of Shadow Council, wich pulls the strings behind many things.
For now S.C.U.M. controls only 4 sistems and only has one flagship (named S.C.U.M.s Destiny). While most other civilizations have seat of their govornmenton a planet, S.C.U.M.s govornment is located entirely on Destiny, patrolling the sector. As implied, S.C.U.M. is Shadow Council, and is not entirely recognized by its popoulation living on their homeworld, Malaak.
History
Before S.C.U.M. came to be , well S.C.U.M., Malaak was wild and dangerous place. S.C.U.M. first appeared in equivalent of medival age on the planet, as a small organisation of Assasins and Spies who sold their Favours accros old world, often organising coups and ending up controlling the country (but not directly, they didnt proclaim themselevs rulers, they just created a puppet state). After few centuries of careful manipulation and assasinations, S.C.U.M. Became the only real power on Malaak, controlling all of its "real" countries as puppet states, without their citizens ever realising it, still thinking they are devided. S.C.U.M. spent enormus amount of resources to further control lives of its citizens, making them a sort of police state where you dont know you are watched, but you will not know that police is out of ordinary, for S.C.U.M. uses its special agents to observe the
cities with higher crime rates. With fast technological ascension, S.C.U.M. started building its first and (for now) only flagship, wich was decided to become the new home of S.C.U.M. They do not have any knowledge about other civilizations in space, but they are aware that they are not alone. Being very secretive and elusive, S.C.U.M.
has different ways to expand their tiny nation other than just colonization and wars, wich will surely be a headache to their enemies. Although Members of S.C.U.M. are unknown to everyone, they still train their spies and assasins personally, ensuring maximum loyalty and training are achived.
Ideology and life
The SC is the ultimate and undisputed govornment and controls almost every aspect of life on Malaak.
They acknowledge that the only path forward is the pragmatical and utalitarian one, and they will stop at nothing to make sure they remain in power. The SC has several departments which control the population and economy, all deeply established in everyday life, to a point that only reasonable thing to assume is that everybody can be working for the Departments, from the beggars on the street, to managers, shop owners and even criminals.
Nobody except the Council knows what departments exist, what are real and which ones are active. The departments usually dont use their power to rule with fear, they rather influence everything from the shadows. They create an illusion of freedom and democracy, that anyone can rise up and join the Council if they work hard enough, and everyone belives them.
An everyday citizen is expected to obey the laws and pay taxes (either in form of working for the Council or standard monetary taxes). The fell-fabricated freedom allows anyone to criticise those in power, but it would be foolish to expect those who criticise too openly to live for too long. The citizens also have the right to travel anywhere freely, if they are provided with the clearance and have the neccesary documents to do so.
The laws set by the SC are opened for interpretation by the local administrators (even though only one interpretation is correct), and the laws can be changed by a vote held in The Council. Citizens also have the right to protest against those above them, but they should expect bad consequences for their actions. Breaking the law will be punishable with anything the local administrators/police consider appropriate, unless they are specifically ordered otherwise. The punishments range from fines to death sentance, with only possibility of pardon coming from the Council itself. To ensure the law is enforced, police uses cameras, drones, patrolling officers and a system that highly rewards snitching. And to ensure that everything is as it should be, the departments are allowed to use anything they are permitted to use, ranging from assasinations, bribing, tactical bombardment, to mass propaganda, and they are allowed to use anything else, if the Council permits it.
Technology
With S.C.U.M. being focused very much on stealth and transportation technoldgies, here are some of them (these technolodgies are known to be resarched and used by S.C.U.M. although they surely hint have some technologies that are unknowan to everyone):
-Warp drive is built in their most important ships, allowing the crew to escape if faced with any real danger,
leaving them untracable.
-Sensitive Holographic techniques are used to create a diversion, to trick someone into seeing things that
arent really there and even being capable of faking a whole ship (ship was
the biggest they could get) or a small army.
-Cloaking Devices standard machines that make a ship invisible are out of fashion for S.C.U.M., they instead
prefere to use smaller kinds of cloak, with devices as small as pocket watches wich are
able to make a person invisible for a small amount of time.

-weapons: perhaps more underwhelming technologies were discovered here than anywhere else;
S.C.U.M. preferes to use standard all-rounded ships with average shields and not great armor, but they focus on intrigue and murder more, so they have developed better weapons and shileds for their agents, wich include:
-Cloakblades- Used behind enemy lines, when a victim is stabbed by one, an agent can choose to activate cloack on cloakblades, making the body of their victim invisible for ##.## hours.
- Laserblades- An updated version of their primitive blades made out of simple materials (like iron, titanium or diamind) these blades are Diamondblades equiped with special ability to turn them into Pure Blades made out of lasers (that is done only when cutting through a blast door or a piece of armor is required) wich makes their victims turn into roasted piles of grilled meat, wich is pretty easy to find, so agents are discouraged to do so.
-Chamelion armor- a relativly flimsy armor wich doesnt protect much from being shot, stabbed, set on fire and so on, but is equiped with advanced Holograms, making an agent capable of transforming (he isnt actually transforming, it only appears to look different, due to holograms) Into any enemy they have recorded.
SHIPS:
S.C.U.M.S Destiny
This flagship is enormus, and is equiped with advanced cloaking, holograms, Flak cannons, multiple shields, hangar bays and has a wapping crew population of 10,000 Humans on it, but is capable of housing even 20,000
crew members, it is truly a city inside a flagship.
S.C.U.M.S Bug:
S.C.U.M. Ship Bug is designed to transport agents when short range teleporters arent available. They use stealth technologies such as Advanced Hologram Techniques to become very hard to spot once they land, making them great at infiltrating planets behind enemy lines. They can also Attach themselves to another ship, starting close quarters combat if they are succesful, or taking a little bit of hull damage if they fail.
S.C.U.M.S Mantis:
Mantis is blueprint of small ship designed to patrol occupied sistems, protect against pirates and act as distraction.
S.C.U.M.S Cracker:
A destroyer blueprint wich is designed to bombard cities from orbit or to split enemy ships in half. It is only supposed to be used if there is a large enough fleet to protect it, but it can protect itself quite well.
Repurposed mining drone:
It isnt a ship designed for combat, it is a ship only used by miners and hopeless pirates, but if need be, it can be (almost) useful in large enough numbers. S.C.U.M. will not hesitate to raise a militia in dark times, and those who dont go in ground invasion army will become pilots of... This.
S.C.U.M.S Picket Escape:
This is stealth troop transport ship, intended to be used for extracting the Agents from hostile locations. It is equipped with Cloak hull, and with advanced Hologram Techniques. It is great against missles (wich was S.C.U.M.s main concern) and it is only a blueprint, for now.
S.C.U.M.s Attachment:
This isnt a ship, rather it is a "part" of a larger program codename "Foothold". It is a base wich will land on an asteroid or a planet, and will serve as, well, a foothold. It is equipped with HE and EMP Missles, with Heavy lasers and is capable of serving as a space-dock, it can house one smal ship inside it, such as S.C.U.M.S Bug, or S.C.U.M.S picket Escape.
S.C.U.M.s Orbiteer:
A blueprint that is part of "Foothold Project". Designed to orbit a planet or asteroid, This station will serve to maintain order in the part of space/planet it orbits. It is equpped with cannons, EMP bolts and Beams alike.
Species on Malaaks:* Literally only Humans with wildlife that can be commonly found on any planet.
Politics:there are none. you are either favoured by S.C.U.M. or you get killed in your sleep, letting someone more capable and loyal take you place.
Fleet organizations:
There is only one fleet (excluding S.C.U.M.S Destiny) consisting of 30 corvettes used for patrolling their system, with 200 fighters and {REDACTED}
