So all of the code you pasted for it isn't copied in it's entirety.
The one you had was the BH addition.
Here is the one for adding to ship library.

now that will add any ship inside the folder.
Copy any of your ships from Documents/MyGames/Cosmoteer/Saved Ships
directory to the Example_Ship_Library/ships

This is a key section of the BH Enemy Ship addition.
Since it's inside an addmany, you can copypaste another copy of it and it'll add itself.
The BaseValue basically assigns it's BH difficulty.
The DesignedShip is the more important part.
It will refer to its location (Skeletor is referred to from Mod Folder to Ships subfolder to Skeletor.ship
.png) using it's Mod Folder first, then whatever subfolder is input.
