The BORAD knew that it could create a vessel capable of storing psychic energy, and accumulating it over time by absorbing the energy from its surroundings, doing such, it wanted to create a being that was essencially a psychic energy battery, which would then be used to go on special missions for the BORAD, this pre-dates the creation of the Overseer Division.
However, due to them not being robotic in nature, for a battery of that time was, at the time, inachievable to the BORAD in robotic form, it was driven mad by the ammount of power it contained, and thus deemed innapropriate to serve its function as na Ambassador in the name of the BORAD. Being so, it was lost eternally in one of the many research laboratories of the bureau, being contained by The Pentagon, never to be seen again...
Or so it thought.
With the conclusion of The Machine and the erasure of the bureau, it was freed, although an entity created by the bureau, The Machine deemed innapropriate erasing it from time, and kept it (like many others), but now freed from the shackles of The Pentagon, it can unleash its Psychic might upon unsuspecting foes, in an endless search for its captivators, which are forever gone.
Enough time to meditate gave it the composure the bureau sought after, able to unleash its psychic power in measured percentages of its whole capacity. But now, it will use its new-found liberty to unleash havoc, for in its destroyed, yet composed mind, the universe must pay for its creation.
Anyone brave enough to face one of the BORAD's remains, either looking for this mithical long-gone faction's remains or simply in search of a fight can easily trace this entity's energy signature, although the consequences may be undesirable, as it doesn't like beings that stand in its path.
Visual description: A 1,65 meters tall anthro wolf, much like similar species found in G-S16, its thick fur covers its body, but it still wears a grey-ish suit around itself, that goes from the ankles to the neck, also opening for its hand-like paws, some scars can be seen on its face.
