The existence of "Chaos" is among the best kept secrets in the Imperium. I shall be referring this matter to the Ordo Hereticus for further investigation, of course.
At any rate, as the source indicates: "Many Imperial Navy starships are armed with powerful Plasma Batteries....." While it is true that these weapons are becoming increasingly rare since the Horus Heresy, several classes of vessels still utilize them. They are only more common on the aforementioned Traitor vessels by the 41st Millennium because the Imperium have constructed new vessels without plasma weaponry since M34-M36, and Traitor forces are, for the most part, having to rely on vessels that survived the Heresy, most of which date back to even before the Great Crusade, when plasma batteries were far more common.
Besides, who says we don't want to provide some Traitor vessels for His Glorious Navy to engage in target practice upon?
