The right ship was given the order to move into position and with a rotation but it won't move. I suspect it's due to unbalanced placed thrusters. After placing additional thrusters it does move.

This seems to be working fine for me?
I dunno I saw it happening a few times. It might be dependent on bearing angle after coming to a turning stop.
