We‘re assuming you have lost the second world war. We are originating from the later Germany, funded by the Allies, democratic, pacifistic. During a colonization attempt, we drifted off into the Caesar-System. We have formed out own autocratic nation, independant from the weaker, democratic Germany. I would also suggest a, at least neutral, alliance until we both have more intel.
