This had been a busy station, with many people walking around, so the footprint powder is pretty much useless.
Akari arrives at the reactor core to find that it is online. The power just isn't going anywhere.
There's an access panel near the reactor that would likely open to reveal the problem.
Akari is tempted to blow up the access panel, but that would probably create more problems.
