Yes, this eye has been at multiple factions, appears to be under the control of godlike creatures, wants to see how far your faction has progressed. You need to pass its test. It will go away if you fail to respond to its test, it is also indestructible.
jack says in the background not even my illegally modified blowtorch could break it, and that thing can cut through a meter of military grade durasteel like a hot knife through butter!
So, yeah, respond to it and pass its test, or ignore it and it will leave. I recommend the first option.

Hey jbox1 i'm starting my own faction ,called the space pirates, and i was hoping to get some tips about how to start a successful faction.
KevinBoss well, first off a good story helps alot. A young faction should not start wars however, because they will be largely ignored. Instead its better to look at war posts (usually on faction pages or in the events section) and offer aid to the faction that takes your fancy. Also engaging in role play and other events can get you noticed. Also be sure to give your faction personality, like I have by giving my faction members a personality and using that when I post, as if the character is actually talking. You’ll get the idea quickly, but these steps should help you.

KevinBoss you kinda let yourself into the role play, but appropriately. Say I sent a freighter fleet, you could say that you pirated the fleet, but then I could say that a few shadow traders escaped, and now the boulderons are kinda upset because that was their delivery of sandviches, and so on. It isn’t always continuous, and don’t always say that everything always goes in your favour. But again, you will get the idea.
