The universal answer is a missile kite. It takes just 2 launchers and 2 factories to beat anything but the Ragnarok, and two such kites can saturate its PD and kill it. You can do it under 300k easily (under 600k in two ships for the Ragnarok).
I like this one. The diagonal arrangement seems to place the PD arcs better than a straight flier. It could certainly be better optimized if I didn't insist on it looking like a fish.
Maybe the next big PD buff/missile nerf that'll change because there's going to have to be another one.
