Dovah I cannot open cosmoteer right now, so I cannot modify it yet. But let me give you some tips:
First of all you must remove some electrobolts, they use too much energy, and adding so much of them is not required in the price-class you're working in. Sometimes less is more!
Second, add in thrusters facing the front of your ship, or you will have very limited control (unable to fully stop.)
Next: Shields are OP against no shields, try to add a shield somewhere.
Further you must get rid of the small bunks, add a large crew quarter instead, it will save space and money. (doors are expensive, and useless doors means wasted money. )
And last but not least remove the point defense on each side, it is not that effective stacked on the side in your price-class. Place one or two on the front instead (where some electrobolts were maybe?).
