I'm not sure that it's not being used. But apparently in some cases you have to tell the drivers to prefer to use the dedicated GPU instead of the integrated GPU. I have no idea whether your computer is like that.
On computers that have dual GPUs from two different manufactures (in your case, Intel and Nvidia), usually the computer manufacturer itself (like Dell, HP, or whoever made your laptop) provides a custom driver that automatically handles switching between the GPUs. So downloading a driver from Intel probably wouldn't work, since you need a custom driver straight from your computer manufacturer.
