First Gen balance mod, basically a clone of my earlier balance proposa https://forum.cosmoteer.net/d/1538-current-balance-recommendationsl, using as few full-file overrides as possible.

I think this leads to more interesting Penetration/Resistance balance and helps make large cannon feel special when it hits. Towards this end, armor penetration resistance values still need to be changed so they make sense if a weapon is added that penetrates heavy armor, but such a weapon does not exist in this mod so it feels unnecessary.

Functional Changes:
Small Cannon pierces Laser and PD.
Large Cannon pierces all weapons except Large Cannon.
Electro-Bolt pierces all weapons, and has 5/9ths the power, making it more consistent for actually draining energy and less powerful anti-shield.

Shield Nerf by 20%.

Ammo/Missile Storage is a safer place to hold ammo than weapons/factories.

Missiles are produced twice as fast, launchers cost 2/3rds as much, and missiles deal 2/3rds the damage to enemy structure.

why did you have to redo all the graphics?
