Confederation of Taistelijat
The Taistelijat are a small group of planets who came together under a confederation, overcoming the strife that came from a collapse of a long-dead empire who once ruled over them. These planets are severely underpopulated for their size, mostly due to their location within their star systems, being on the outer end of the habitable zone. This causes their planets to be colder, causing habitation to be more challenging. There are 7 planets within the Confederation of Taistelijat, all of whom share their resources and populations amongst each other through their well-developed internal supply lines. Each planet sends 2 representatives to a council which then collectively decides what long-term goals to work towards. Aside from these meetings, which are constitutionally binding, the planets mostly function alone, though free trade amongst themselves is heavily encouraged and practiced. The confederation, though equal on paper, is not equal in all practicalities. Two of the planets, Hekinska and Viikana. These two planets are dominant over the other five when it comes to their economic and population strength.
CoT is organized as a representative democracy, but instead of having one head of state, the residents of each planet elect two representatives to the Confederation Council. These representatives then act as the head of state collectively, requiring a 2/3rds majority in order to pass laws and the like. As such, the lawmaking process of the CoT is extremely slow and prone to stagnation, though a clause within the confederation agreement requires that the candidates must be removed from politics entirely after three terms regardless of position. Though they are supposedly accountable to the people, the representatives essentially have complete control, with the sole exception of changing the constitution, to which changes must be administered to a popular vote of all citizens. Police crackdowns on political dissidents are fierce and frequent, causing the Confederation to be seen more and more as a revival of the Empire of old. The council sits on Viikana, though plans to construct a purpose-built space station for political administration have long been debated and put off due to the enormous expenses involved in construction. All new planets added to the Confederation are granted two representatives as well, which is a conscious choice they had made when establishing the Confederation, knowing well that if they spread, the hassle of having to congregate potentially hundreds of representatives being well-known.
While private industries are plenty, they are kept on an extremely tight leash by the Confederation, forcing the companies which do business in their territory into many restrictions on their operations, notably involving pollution and careless business practices. There simply aren’t enough workers within the CoT to fill these businesses either.
The military doctrine of the CoT is guerilla warfare on an institutional level. While their individual ships and ground equipment may be limited in number in sophistication, due to the heavily developed supply lines, these resources can be pooled and used in heavy correlation with one another. This causes the battles against the CoT to be a long trek through a winter forest where you’re losing more to strikes on logistics than full-on battles.
The inhabitants of the ToC are essentially humans, having been those who rebelled against and established their own government following the collapse of the old empire.
