This would be a 2x3 component consisting of a 2x1 room next to an ion prism with a firing arc restricted just enough to not clip the enclosed room. It would require a crewman and power. Not much power, but enough that if you start with the room powered but haul no batteries to it you'll run out over the course of a fight. Probably in the vicinity of a control room's power consumption. The ion prism would act like an ion prism regardless of power, but would only rotate when powered.
What the player would get for all these costs and limitations is a faster traverse rate.
