Since, the game got the ability to detect whether mods are activated or not it seems loading in blueprint mode is impossible for ships that have non-activated mod's parts. They are not shown so they cannot be selected.
I would like to suggest to have them show up and be select-able but displayed with a red tint. Also having an additional tool tip saying they are missing mods would be good.

    This would require updating the ship file format to include additional information such as the size of all parts, otherwise the game wouldn't have enough information to even show the part as missing. This would significantly complicate things and thus probably isn't worth doing.
