Cosmoteer Release Candidate 0.15.13 RC4

Thanks for helping to test RC3! RC4 is now ready for testing. The only thing in this RC are a couple of bug fixes.

Changes since RC3:

RC Bugfix: Rare particle-related crash during gameplay.
RC Bugfix: On very large ships, crew could sometimes leave their stations simultaneously across the ship.
