Dumb GM would only have power on the forum. You can share your thoughts but the GM say is final.

What limitations to what a GM can do?
Well they're the final say in rp, therefore whatever they say is final. That being said these people would be reasonable. They'd most likely be able to suspend users if need be although be it rare circumstances.
Time concerns considering how long might it take to get ahold of of a GM ?
Most likely we'd try get them in different time-zones. They're volunteers so I can't give you a time. Anywhere from 1m-24h?
Are GMs supplementary to the moderator force or are they independent ”lore moderators”?
If I understand this correctly they'd be independently. They'd have no power outside of official lore areas.

I’m very concerned that the GMs may not make the best decisions and/or worsen or make the RP more unfair. I personally believe some of the most trusted and considered “best RPers” in the community does not handle situations correctly. Well as stated above they'd not be involved in the majority except in disagreements and or big rp situations were they're requested. They're expected to act out in the best interest of RP. Don't believe they are? You could contact the other GM or report them? If it becomes an issue where RP turns for the worse I'll make sure to step in and get stuff sorted.
Lafiel I wish choosing a GM could be done. However I believe it's better that the moderators & walt decide who becomes the GMS just for the pure fact that they'd have a lot of control and we want to make sure this is the right decision and from past experiences in general community votes are not great.

question why would walt be deciding matters in the rp community? Hes about as into the rp side as cosmo as the comp side and that is to say not at all really... Well it's hosted on his forum and is somewhat related to his game therefore he should be involved. He has sound judgement that I think the majority of the community can trust. He wouldn't be involved in everyday affairs. He'd choose GMs and possibly handle reports filed against them.
Fort_Master_Gustav At the end of the day they're there to help stuff smooth along they have the best understanding of the community at that point and would make a sound judgement based off what they believe to be at the best interest of the community. They'd most likely be able to suspend users however I don't see that being used often and they should be able to delete messages.
