Sounds like bad touchpad/touchscreen drivers or hardware that are sending "scroll wheel" events to the game whenever you move the mouse. Another player who had this problem a while back I think solved it by updating their touchpad drivers.
Connecting a regular mouse to your computer may confirm that it's an issue specifically with the touch pad.
